Panse studierte Theatermalerei an der HfbK in Dresden. Frank Panse schreibt über seine Werke: "Abstraktionen ergeben sich in meiner Arbeit aus der Überlagerung von Wahrnehmungsebenen. Figürliche Elemente, Zeichen und Farbrinnsale ergeben Bildstrukturen, die letzten Endes den ursprünglich gedanklichen Faden sichtbar machen".

Frank Panse writes about his works: "In my work, abstractions result from the superimposition of levels of perception.
